Do I need a license to dogsit under 3 dogs?

Hello I was wondering If I would need to contact my state, VA, about obtaining a business license so that I could watch dogs while incurring monetary gain. Now my plan was to not take on anymore than two dogs and wasnt going to charge more than 10-15$ per night, so I'm not sure if this required the license or insurance if the proper forms and pre-cautionary vet care were set in play by the owner and both parties agree. Especially if nothing happens due to my negligence. If I need a business license would it even be worth it if I am looking to charge so little and do this so infrequently? It's primarily so I can give something back and lend some security to owners that their dogs arent trapped in kennels but I wouldnt want to do it if im going to take a large hit via the state.
