Can I get into Georgetown's School of Foreign Service?

You did all you can .. during your application process you need to stand out. go to Georgetown, and tell them how interested you are with their school. they are highly selective and they take people with higher GPA's than you and did tours with the peace corps and stuff. So you need to extend your self, reach out to the school Email them get on an e-mail basis with the admissions counselor in charge of your region, it works. every little question, ask, they like that.. have the best college admissions essay you ever wrote and apply, with no regrets knowing you tried your best.
